* proactive efforts for the protection, restoration, & management of all of Iowa's fish and wildlife resources and their habitats based on the best scientific information available, and believes such management decisions should be made by trained professionals of the DNR and by the Natural Resource Commission.

*the provision of adequate funding to support fish and wildlife resources and their habitats by: a. reasonable and equitable license fees for resident and nonresident users and b. funds from sources other than license buyers.
|
|
*the REAP program in its original formula at $20 million per year. Funds should be derived from a stable, dedicated source independent of annual appropriations.
|
|
* the acquisition of land from willing sellers for fish and wildlife management and public recreation.
|
|
* protection and continuation of legitimate opportunities for trapping, fishing, and hunting, and equitable opportunity among users.
|
|
**open dialog concerning the natural resources of Iowa between the Department of Natural Resources, Natural Resource Commission, and interested citizens.

* appropriate penalties for the violation of fish and wildlife, and environmental laws and regulations.

ICA OPPOSES:

*restrictions or liberalizations of fishing, trapping, hunting, and other outdoor recreational opportunities that are not based on scientific management.

* inappropriate use activities on public wildlife management areas such as those that cause excessive soil erosion, water quality problems, damage to fish and wildlife habitat or interfere with legitimate fishing, hunting and trapping activities.
